Beach & Docks Policy 

The following policies relating to the operation of the beach area have been adopted to further the enjoyment of TFBC members in the use of one of the most important assets of the Beach Club.

 The beach area will be open for use during the hours of 6:00 am and 11:00 pm, except for weekends and holidays when closing will be 12:00 pm. Quiet hours in and around the large cabana are between 9:00 pm and 10:00 am.

 

GENERAL CONDUCT

  • No obnoxious or offensive behavior will be allowed on Beach Club property.  All persons must conduct themselves in a civil and courteous manner.  Harassment or physical abuse of any person is prohibited.  No loud, profane or abusive language is allowed.  In consideration of the neighbors in the vicinity of the beach area, no unnecessary noise or commotion will be permitted.  Property owners will be responsible for the deportment and actions of their guests and tenants.

  • NO LIFEGUARD IS PROVIDED BY TFBC so all members and their guests swim at their own risk.  Parents are required to supervise the use of the beach by children under the age of 15 years.  Unaccompanied young children’s identity will be checked and will be denied access to the beach if under the age of 15 years.

  • Garbage cans are for the use of the members at the beach and may not be used for home refuse of any kind. 

  • Skateboards and bicycles are not permitted in the beach area or on the pier and docks.  Pets can be transported to and from vessels on a short leash, in a cage or by being carried. Fires are not permitted except in designated fire rings/fireplaces pending county burn ban regulations.

  • A sign and docks mark the boundary line of TFBC property on the west side.  By court order, all members and their guests are required to observe the line which includes boating, swimming, clamming, skiing, and wading as far out as the mean low tide mark.

  • The taking of all shellfish is limited to Club members and includes the taking of oysters, clams or any other fish from the Club tidelands.  All applicable Washington State Fish and Wildlife regulations apply.

  • The large Cabana may be reserved with a $50.00 deposit by any member in good standing on non holiday s.  The small cabanas are first come first served.  We ask that you limit your guest to 30 people. See Cabana rules and reservation policies.

 

PIER, DOCKS AND SWIMMING AREAS

  • Swimming and use of the docks and piers is at the users own risk.  No running, shoving, diving or jumping from the pier or any other “rough house” conduct will be permitted.  Footwear is recommended to avoid splinters when traversing the pier or docks.

  • All vessels must have a TFBC identification sticker obtained from the Docks Director.

  • No vessels may be operated in the roped-off areas and skiing is not permitted on the left (west) side of the main pier and docks.

  • Vessel moorage is reserved for members’ vessels only.  Please check with the Docks Director.  All small vessels must be stored next to the fence by the boat ramp and away from the swimming areas.  Launching will be from the small boat launch ramp. All vessels must be removed from the beach from November 1str through April 1st.  Vessels not removed will be impounded.

  • The docks and swim floats are removed and stored on the beach from September to late May of each year in accordance with the terms of permits.  Those boat owners and swimmers who benefit from using the facilities are encouraged to support the Beach Club by assisting in the seasonal installation and removal of the docks.

BOAT MOORAGE

  • A boat owner who moors his boat to a dock, keeps it in the summer boat storage area on the beach, or moors it on a privately owned anchored buoy in the open water area north of the floating docks and beach is required to obtain a Twanoh Falls Beach Club Identification decal and affix it to his boat.  This insures that only Beach Club members have access to our limited moorage and storage areas, and aids in identifying the owner if the boat drifts, is sinking, or otherwise requires attention.

  • Boat decals are good for one year, and are issued on a calendar year basis at no cost to Beach Club members in good standing by the Dock master or his designee. They can be obtained at the Annual Meeting or requested on-line at docks@twanohfallsbeachclub.org.

  • Boats without a decal on a mooring may be removed to the storage area.  The Beach Club will not be responsible for any damage incurred while moving it.  Impoundment and fees may be imposed.

  • Boats are normally moored on the inside and outside of the dock string.  Wave action and wind acting on a moored boat, can quickly cause severe damage to the docks.  Boats can be moored on the outside of the docks for day use only.  Small boats (under twelve feet in length) can be moored on a "first come first served" long-term basis on the inside of the dock string.  If the boat so moored is obviously used infrequently (a large quantity of bilge water, etc.) it will be removed to the storage area.

  • A Beach Club member may moor his boat at any time of year on his own buoy anchored in the open water area to the north of the dock strings.  (This area is regulated by Federal and State requirements and so does not fall under Twanoh Falls Beach Club oversight.)  A boat so moored must not swing with tide or wind any closer than fifty feet from the docks.

  • Damage to Twanoh Falls Beach Club property caused by a drifting, improperly moored or improperly operated boat is the responsibility of the boat owner.

VESSEL STORAGE GUIDELINES

  • Vessel Storage is not allowed on the beach between November 1st and April 1st.  This is to help keep the beach clear of unused and abandoned boats being left year around

  • Maximum size – no longer than 14 feet and no wider than 5 feet 6 inches at widest point   Violators are subject to immediate impoundment.

  • TFBC boat sticker must be displayed on all water vessels utilized on TFBC property. 

  • Only owners in good standing are allowed to obtain TFBC boat stickers.

  • Vessels without a sticker may be impounded and fines will accrue on the first day of impoundment.

  • The outside of the docks are for day use only due to potential damage from wind. 

  • The inside is available for the moorage of boats 12ft or less on a “first come first served basis”.  Boats not being used on a regular basis should be left on the beach.

  • Only one vessel per property owner is allowed on the dock at any given time.

  • All boat owners are responsible for the proper securement to the docks with appropriate bumpers to avoid damage. Owners will be responsible for any damange.

  • Boats obviously not being used on a regular basis may be moved to the beach storage area.

FINES

If moorage privileges are abused, the owner will be notified that they have 24hrs to remove the boat. If not removed, it can be locked to the dock with a $50 a day charge until removed.  Small boats can be removed from the dock and impounded. The owner will be charged $50.00 impoundment fee to retrieve. TFBC ultimately has the authority to remove boats from the docks and beach property that are in violation of any of the above policies. TFBC is not responsible for any damage or loss due to such removal

Impoundment fee is $50.  Fines will accrue during the first day of impoundment.  If the vessel is not claimed and all fines paid within 1 year from the initial date of impoundment, the vessel becomes the property of TFBC and may be sold to recoup fines due the homeowner’s association.

PARKING AREA

No vehicles with trailers are to be parked in the parking lot at any time.  No vehicles, trailers, vessels or buses may be parked in the parking lot overnight, except in case of emergency, such as impassable roads or mechanical breakdown.  In case of an emergency, please notify the Roads Director or any member of the Board of Directors.  Vehicles improperly parked or in violation will be towed at the owner’s expense.  TFBC is not responsible for vehicles or items left in vehicles parked in the parking area of the beach.

MISCELLANEOUS

Beach privileges are revoked by key code removal in the event an owner’s dues or other assessments are four months past due.  Beach privileges may also be revoked for noncompliance with these policies.
